KUALA LUMPUR, June 1 – Malaysian Communications and Multimedia Commission (MCMC) Chief Operating Officer, Datuk Mohd Ali Hanafiah Mohd Yunus today said that the National Digital Network Plan (JENDELA) will start its Phase 2 in the third quarter of this year. 

He said Phase 2 will consist of full deployment of the 5G network in populated areas after strong 4G coverage nationwide.

He saqid this will boost Malaysia’s digital economy in line with the 12th Malaysia Plan.

“Phase 1 concluded with 7.74 million premises passed with fibre connectivity and 4G coverage in populated areas that reached 96.92 per cent.

“We will start Phase 2 of Jendela earliest in the third quarter of this year and latest by the fourth quarter,” he said at Jendela’s Phase 1 Concluding Report (Sept 2020-31 Dec 2022) virtual media and analyst briefing today.

As of April this year, Mohd Ali Hanafiah said the adoption of 5G nationwide is at 1.2 million subscribers or 3.1 per cent adoption rate.

He said the rate is considered as low and introducing 5G devices at a lower price will help to improve adoption rates.

Jendela Phase 1 target was to hit 7.4 million premises with fibre connectivity, at a speed of 35 Mbps and coverage at 96.90 per cent by year-end.

It had a baseline of 4.96 million premises passed with fibre connectivity with 25 Mbps (mean or average) and 4G coverage standing at 91.8 per cent in August 2020 when the initiative started.

With RM28 billion allocated for the first phase, Mohd Ali Hanafiah said MCMC is finalising the figures for Phase 2.

KOTA KUALA MUDA, 3 Jun- Sebarang tindakan diambil terhadap TELEGRAM adalah berdasarkan syor-syor daripada Suruhanjaya Komunikasi dan Multimedia Malaysia (MCMC)

Menteri Komunikasi dan Multimedia (KKD), Fahmi Fadzil berkata kerajaan tidak akan mengambil masa yang terlalu lama untuk membuat keputusan berhubung isu membabitkan Telegram.

 

Malah, kerajaan akan memastikan sebarang bentuk tindakan yang mungkin dikenakan ke atas Telegram tidak terlalu menjejaskan pengguna platform tersebut.

 

Menurut Fahmi, pihaknya sedang meneliti syor dan juga dapatan daripada pihak MCMC.

Ketika ini, platform berkenaan turut digunakan kumpulan-kumpulan komuniti termasuk sekolah, guru-guru dan wartawan untuk menghantar video, gambar dan sebagainya.

“Kita akan pastikan sekiranya diputuskan bahawa kerjasama di pihak Telegram tidak begitu positif, maka apa-apa tindakan yang diambil tidak terlalu menjejaskan pengguna.

“Kita beri sedikit masa jika perlu ada peralihan mencari medium platform yang baharu, kita akan maklumkan.

“Sehingga kini kami belum menerima sebarang maklum balas rasmi daripada pihak pengendali Telegram berkaitan jemputan KKD untuk berbincang dan mencari penyelesaian berhubung beberapa aduan.

 

“Kami menerima pelbagai aduan mengenai perkhidmatan disediakan platform berkenaan, yang berkaitan dengan keselamatan awam, aktiviti jualan bahan terlarang, ‘scammer’ serta pornografi dan perbincangan dengan penyedia perkhidmatan itu penting bagi mencari penyelesaian segera,” katanya kepada pemberita di sini.

 

Dalam pada itu, Fahmi berkata KKD dalam proses perancangan untuk membina 186 Pusat Ekonomi Digital (PEDi) baharu bagi memastikan semua kawasan Dewan Undangan Negeri (DUN) di setiap negeri memiliki sekurang-kurangnya sebuah PEDi untuk dimanfaatkan komuniti setempat.

 

Pelaksanaan program 1 DUN 1 PEDi yang dibentangkan Perdana Menteri, Datuk Seri Anwar Ibrahim dalam Belanjawan 2023 pada Februari lalu dijangka selesai menjelang akhir tahun ini.

 

Katanya, di Kedah, empat lagi PEDi akan ditubuhkan dalam masa terdekat.

 

Ketika ini, 77 PEDi telah dibangunkan dan beroperasi di Kedah.

KULAI: The Malaysian Communications and Multimedia Commission (MCMC) has received 744 reports on online scams involving Facebook sites from January to May 25.

Deputy communications and digital minister Teo Nie Ching said this was followed by Telegram with 17 cases, WhatsApp (16), Instagram (seven) and email (one).

She said these figures clearly showed the importance of cooperation between the government and social media platform providers so that such criminal cases could be acted upon immediately.

Teo said platform providers had their own guidelines to ensure they can act against illegal activities that violate the law.

“Similarly, if there is racial speech, we can send a report to the platform provider.

“The platform provider will refer to their guidelines to make a decision on whether the content should be deleted or not,” she told reporters after watching the movie “Polis Evo 3” with the Kulai police community here today.

Regarding Telegram ignoring the ministry’s invitation to discuss and find solutions regarding several complaints, Teo said the meeting was intended to establish cooperation in curbing criminal activities.

Teo said the intended meeting was not of a political nature or to interfere with freedom of expression.

“Does a meeting with us mean that they (platform providers) become ‘slaves’ to the government?

“No, because they have community guidelines in place. But for illegal activities such as online scams, action needs to be taken. This requires the cooperation of all parties,” she said.

Teo also urged all parties to take heed of deputy prime minister Ahmad Zahid Hamidi’s call for MCMC to monitor race and religious narratives by political leaders on social media so that action can be taken under Section 233 of the Communications and Multimedia Act 1998.

KUALA LUMPUR: Suruhanjaya Komunikasi dan Multimedia (MCMC) mempertimbangkan pelbagai bentuk tindakan yang boleh dikenakan terhadap Telegram, termasuk mengenakan sekatan ke atas platform terbabit.

Ketua Pegawai Kawal Selia SKMM, Zulkarnain Mohd Yasin, berkata tindakan sedemikian perlu dibuat bagi memberi perlindungan kepada pengguna platform terbabit, selain menjamin kedaulatan negara.

Ini kerana, katanya, aktiviti jenayah siber di Telegram mencatatkan lonjakan drastik dan kini berada di kedudukan lima teratas, berbanding hanya di kelompok 11 antara 2019 hingga 2020.

Beliau turut menjelaskan tindakan drastik perlu dibuat terhadap Telegram kerana tiada saluran atau pihak rasmi membabitkan aplikasi berkenaan yang boleh dihubungi bagi menyatakan sebarang isu berbangkit mahupun membuat susulan.

“Telegram memiliki tahap keselamatan bagi aspek pengguna, iaitu kerahsiaan atau tidak dikenali, ‘end-to-end encryption’ (penyulitan menyeluruh) sangat tinggi serta membolehkan perkongsian data besar di ‘cloud’ (servis awan) yang menjadikan platform berkenaan popular.

“Malah, Telegram tidak ada kemungkinan, keperluan mendaftar, mendapatkan credential (bukti kelayakan) atau diundang untuk menyertai (kumpulan sembang), selain tiada admin (pentadbir) yang mengawal dan memberi risiko kepada penjenayah siber untuk dikenali.

“Keadaan ini menjadikannya sebagai platform pilihan bagi penjenayah siber untuk beralih daripada ‘dark web’ (sesawang gelap) kepada laman Telegram,” katanya pada sesi temu bual ‘Aplikasi Telegram: Gugat Keselamatan Pengguna’ dalam rancangan terbitan Radio Televisyen Malaysia (RTM), hari ini.

Minggu lalu, Timbalan Perdana Menteri, Datuk Seri Dr Ahmad Zahid Hamidi meminta Kementerian Komunikasi dan Digital (KKD) mengambil tindakan segera terhadap Telegram yang enggan bekerjasama dengan pihak berkuasa negara berkait pelbagai isu keselamatan siber, termasuk penipuan dalam talian.

Beliau dilaporkan berkata, langkah susulan termasuk bertemu pihak Telegram perlu dibuat, malah usaha untuk bekerjasama dalam isu berkaitan juga perlu disokong semua pengguna aplikasi berkenaan.

Gesaan itu dibuat susulan kenyataan jurucakap Telegram, Remi Vaughn yang mengakui enggan bekerjasama dengan KKD kerana aplikasi itu tidak mahu mengambil bahagian dalam sebarang bentuk penapisan berkaitan politik.

Remi dipetik berkata, Telegram secara aktif mengawal kandungan berbahaya di platformnya, termasuk penjualan bahan haram dan pornografi, sejak dilancarkan, selain proaktif memantau bahagian umum di laman pemesejan itu dan menerima laporan pengguna menerusi aplikasi itu sendiri serta e-mel di abuse@Telegram.org untuk mengalih keluar kandungan yang melanggar syarat perkhidmatannya.

Sementara itu, Zulkarnain berkata, Telegram turut memiliki ciri unik iaitu setiap pengguna boleh menjana ‘bot’ atau robot dikenali sebagai ‘Telegram bot’, yang mampu melancarkan serangan siber secara automatik.

Selain itu, katanya, bot terbabit mampu menggodam semua maklumat berkaitan log masuk, bukti kelayakan, kata laluan, kata laluan keselamatan, jika ia bersifat perisian hasad (perisian direka untuk membahayakan komputer).

“Apabila bot masuk ke dalam peranti atau rangkaian organisasi, dia boleh pergi lebih jauh dan akan duduk di situ untuk mengumpul maklumat yang berkemungkinan rahsia.

“Justeru, kita sebagai pengguna perlu melihat diri sendiri sebagai bukan vektor kepada penyebaran selanjutnya, selain jangan mudah untuk berkongsi sewenang-wenangnya, terutama (mesej) membabitkan ‘link’ (pautan).

“Pengguna perlu peka risiko dan satu klik boleh mengundang bencana, bukan hanya kepada diri sendiri sebaliknya turut membabitkan organisasi dan negara,” katanya.

SHAH ALAM – Suruhanjaya Komunikasi dan Multimedia Malaysia (SKMM) akan bekerjasama dengan Jabatan Kemajuan Islam Malaysia (Jakim) bagi menangani penyebaran video berunsur ajaran sesat di negara ini.

SKMM dalam satu kenyataannya memaklumkan, tindakan tidak bertanggungjawab itu akan diatasi sebaiknya termasuk penyebaran video dari negara jiran yang tular di media sosial.

“Sebarang aduan berhubung penyebaran kandungan berunsur ajaran sesat yang diterima oleh SKMM daripada mana-mana pihak akan dirujuk kepada Jakim untuk penilaian lanjut.

“Malah pada masa yang sama, pihak SKMM sentiasa bersedia untuk memberi bantuan teknikal berdasarkan permohonan daripada pihak Jakim,” kata kenyataan itu pada Selasa.

Sebelum ini, Kementerian Komunikasi dan Digital (KKD) memantau serta menyekat penyebaran sebarang video berunsur ajaran sesat termasuk dari negara jiran yang tular di media sosial.

Menterinya, Fahmi Fadzil menegaskan, SKMM akan bekerjasama dengan Jakim serta majlis-majlis agama negeri dalam usaha mengenal pasti dan mengekang penularan bahan seumpama itu.

Katanya, kerajaan akan memastikan bukan sahaja penularan disekat, tetapi mereka yang terbabit dalam penularan itu juga boleh diambil tindakan.

KUALA LUMPUR: The Malaysian Communication and Multimedia Commission (MCMC) has dismissed concerns over potential interference to existing telecommunications services due to Starlink’s operations.

“The operation of Starlink in Malaysia is in line with the international framework,” MCMC said today.

MCMC relies on the framework provided by the International Telecommunication Union (ITU), specifically the ITU Radio Regulations when making decisions related to spectrum allocation and interference management. 

Satellite services are inherently global, and the Radio Regulations provide a global framework for coordinating and regulating these services, it said.

“It clearly outlines protection criteria including obligations to prevent harmful interference to existing services and the procedures for resolving interference disputes.”

“To date, there have been no complaints of interference. In the event of 

any interference, it will be addressed through existing interference resolution according to national and international frameworks.”

The MCMC was responding to a tech portal’s report recently that, among others, claimed that MCMC did not carry out co-existence study for Starlink before awarding it licence to operate.

Soyacincau.com also said there had been reported cases of interference in other countries such as Starlink’s usage of the 12GHz band causing issues to existing satellite operators. 

“Typically, telecommunications regulators would have to conduct extensive trials and public consultations for any new technology including 5G before it is being implemented,” the portal said.

Starlink started offering its satellite broadband service in Malaysia shortly after it was granted the Network Facility and Service Provider licence by MCMC.

The licence reportedly was issued just days after Prime Minister Datuk Seri Anwar Ibrahim had a video call with Starlink owner Elon Musk and the government had placed an order for 40 Starlink satellite broadband kits.

Starlink has been granted Malaysia Digital status, allowing it to operate here as a 100 per cent-owned foreign entity, MCMC said.

The decision was made based on an assessment of the value and benefits that Starlink will provide. 

“Prior to granting the licence, MCMC conducted engagement sessions with key stakeholders to ensure their concerns and considerations were taken into account,” it added.

MELAKA – Suruhanjaya Komunikasi dan Multimedia Malaysia (MCMC) mengeluarkan notis terhadap empat penyedia perkhidmatan komunikasi berikutan kegagalan syarikat berkenaan mematuhi standard mandatori kualiti perkhidmatan ditetapkan.

Unit Komunikasi Korporat MCMC dalam kenyataan memaklumkan notis dikeluarkan di bawah subseksyen 51(2) Akta Komunikasi dan Multimedia 1998 (AKM 1998) kepada keempat-empat penyedia perkhidmatan itu bagi meminta mereka memberikan penjelasan lanjut serta mendapatkan pelan penyelesaian interim dan jangka panjang untuk menangani masalah liputan komunikasi.

Ia susulan aduan dibangkitkan mengenai masalah liputan komunikasi daripada penduduk Taman Ambassador Village, Durian Tunggal.

“MCMC menyantuni pengadu pada 1 September lepas dan menjalankan aktiviti pengauditan perkhidmatan komunikasi talian mudah alih di lokasi aduan.

“Hasil pengauditan yang dijalankan mendapati, beberapa syarikat penyedia perkhidmatan iaitu Celcom, Maxis, YTL dan Telekom Malaysia (TM) tidak mematuhi standard mandatori kualiti perkhidmatan yang ditetapkan,” menurut kenyataan itu.

Dalam kenyataan sama, MCMC turut berkongsi rancangan sedia ada yang sedang dilaksanakan bagi meningkatkan tahap kualiti perkhidmatan komunikasi di kawasan berkenaan.

“Buat masa ini, rangkaian gentian optik di bawah Pelan Jalinan Digital Negara (JENDELA) sedang dilaksanakan di lokasi aduan dan projek berkenaan dijangka siap menjelang akhir 2023 yang bakal memanfaatkan 250 penduduk.

“MCMC akan terus memantau dan memastikan liputan komunikasi di lokasi tersebut dalam keadaan yang optimum demi keselesaan penduduk,” menurut kenyataan itu. – Bernama

SURUHANJAYA Komunikasi dan Multimedia Malaysia (MCMC) sedang mempertimbangkan menggubal kerangka kerja kawal selia bagi menangani kandungan memudaratkan dalam talian dan ketidakseimbangan media.

Perkara tersebut telah dibincangkan dalam mesyuarat yang dipengerusikan bersama oleh Ketua Setiausaha Kementerian Komunikasi dan Digital (KKD), Datuk Mohamad Fauzi Md Isa dan Pengerusi MCMC, Tan Sri Mohamad Salim Fateh Din, semalam.

Mesyuarat tersebut menjurus kepada langkah penting ke arah kawal selia platform digital bagi menangani landskap media dalam talian yang mencabar.

MCMC dalam kenyataan memaklumkan, perkara tersebut turut dibincangkan bersama platform dalam talian iaitu Meta dan Google bagi menangani cabaran media dalam talian.

Pada masa sama, suruhanjaya itu memberitahu, TikTok juga telah dijadualkan untuk bertemu dengan MCMC melibatkan perkara sama.

Menurut MCMC, Malaysia sedang mempertimbangkan untuk mengguna pakai rangka kerja kawal selia yang serupa sebagaimana telah dilaksanakan di Australia dan Kanada.

“KKD dan MCMC juga telah berbincang dengan platform dalam talian utama seperti Meta dan Google bagi mewujudkan rangka kerja pelesenan serta kawal selia.

“Cabaran yang dihadapi termasuk penyebaran kandungan memudaratkan berkaitan penderaan seksual kanak-kanak, perjudian dalam talian serta kandungan yang menyentuh isu agama, kaum dan diraja (3R).

“Selain itu, ia turut melibatkan penipuan dan pancingan data; penjualan serta promosi bahan terlarang seperti dadah; penyamaran serta penyebaran maklumat dan berita palsu,” katanya dalam kenyataan hari ini.

Mengulas lanjut, MCMC berkata, penglibatan suruhanjaya itu bersama KKD dengan platform dalam talian menunjukkan komitmen tidak berbelah bahagi dalam menangani cabaran pasaran digital.

Katanya, antara cabaran yang dihadapi adalah ketidakseimbangan dalam perbelanjaan pengiklanan (ADEX) antara platform digital dan media tempatan bagi memastikan pampasan yang adil untuk pencipta kandungan berita.

MCMC memberitahu, usaha tersebut melangkaui pembayaran kepada pencipta berita semata-mata kerana ia juga merupakan titik permulaan bagi revolusi teknologi kecerdasan buatan (AI).

“KKD dan MCMC mengakui kepentingan teknologi ini dan menyasarkan dapat melaksanakan peraturan serta amalan yang adil dan bijak.

“Ini termasuk perancangan untuk menggalakkan persaingan yang adil, mengukuhkan hak harta intelek, melindungi pengguna daripada kandungan memudaratkan dalam talian serta menjaga privasi pengguna,” katanya.

PETALING JAYA: Following a meeting with Meta and Google on Monday, the Malaysian Communications and Multimedia Commission (MCMC) says it is considering adopting regulatory frameworks similar to those implemented in Australia and Canada, requiring online media platforms to compensate news outlets for their content.

The discussion was co-chaired by Communications and Digital Ministry secretary-general Datuk Mohamad Fauzi Md Isa and MCMC chairman Tan Sri Mohamad Salim Fateh Din.

Also in attendance were MCMC commission member Derek Fernandez and the police.

“MCMC is looking into the need to ensure that fair and equitable compensation is paid to content creators where social media or over-the-top media service (OTT) platforms exploit their works or content,” said Fernandez.

“The issue of fair and just compensation for news outlets whose news is commercially exploited by social media outlets is an important matter that is being discussed around the world,” he said.

He added that Canada, Australia and Europe had embarked on such discussions, some of which would result in new laws and regulations.

“It is only fair and just that the profits of digitalisation and the monetisation of data through such platforms address fair monetary compensation for local content creators.

“This may ultimately in the future extend beyond news outlets. Local news outlets carry very heavy cost, give jobs and bear huge overheads to create news content that is monetised by such platforms directly or indirectly.“The push for digitalisation has forced those who embrace it to have to utilise technology owned only by an elite few who, while bringing many benefits, have also enjoyed tremendous profits for decades.

“It perhaps is time to look at the need to protect our citizens and local businesses so as to ensure a fairer sharing of the commercial exploitation and monetisation of data, especially data involving creative content,” said Fernandez.

Universiti Sains Malaysia senior lecturer Dr Ngo Sheau Shi concurred, seeing this compensation as a fair and much needed win-win solution.

“Many media industries in the global south, including Malaysia, face economic challenges and struggle with limited resources.

“Content deals can provide the… financial injections they need to invest in quality journalism and improve their infrastructure.

“A fair and transparent model will allow the local media outlets to grow and then lead to job creation. Journalists, editors, technicians and other media professionals can find more stable employment opportunities, leading to a more robust media industry,” she said.

Ngo said tech giants like Meta and Google need to offer localised content to expand their user base in the region, a crucial role that local media outlets can fill.

“Local media outlets plays a crucial role in highlighting local issues, culture and voices. By compensating local media, tech giants can ensure that these voices are not drowned out by larger international media entities.

“A thriving local media scene can promote trustworthy local sources; tech giants can then build trust with their regional user base,” she said.

According to MCMC, the passing of the Mandatory News Media Bargaining Code in Australia led to both Google and Meta making voluntary compensation agreements with news outlets.

In the case of Canada, its Bill C-11 looked into regulating streaming platforms, requiring that they support locally produced content.

MCMC also said it is moving towards regulating digital platforms to tackle online harm due to evolving online media.

“These challenges include the dissemination of online harm pertinent to child sexual abuse material, online gambling, content inciting race, royalty and religious (3R) discontent, scams and phishing, the sale and promotion of illegal drugs and prohibited substances, impersonation, the spread of disinformation and fake news,” the regulatory body said in a statement.

According to MCMC, a separate meeting on the same issues had been scheduled with TikTok.
